**തിരുവനന്തപുരം: **സംസ്ഥാനത്തെ എല്ലാ തദ്ദേശ സ്വയംഭരണ സ്ഥാപനങ്ങളിലും പ്രത്യേക സമിതികള്‍ രൂപീകരിച്ചുകൊണ്ടുള്ള തൂഫാന്‍ തദ്ദേശത്തിന് സെപ്റ്റംബര്‍ 28ന് തുടക്കമാവും. പഞ്ചായത്തുകള്‍, നഗരസഭകള്‍, കോര്‍പ്പറേഷനുകള്‍ എന്നിവയ്‌ക്കൊപ്പം റസിഡന്റ്‌സ് അസോസിയേഷന്‍ ഉള്‍പ്പെടെയുള്ള പ്രാദേശിക കൂട്ടായ്മകളെയും ഇതിന്റെ ഭാഗമാക്കും.

ജനപ്രതിനിധികള്‍, കുടുംബശ്രീ, ആശാ പ്രവര്‍ത്തകര്‍, ഹരിതകര്‍മ്മസേന, യുവജന-കായിക സംഘടനകള്‍, വിദ്യാര്‍ത്ഥി സംഘടനകള്‍ എന്നിവരെയെല്ലാം തൂഫാന്‍ വാരിയേഴ്‌സ് ബാഡ്ജ് അണിയും. ഓരോ വാര്‍ഡിലും മെമ്പര്‍മാരുടെ നേതൃത്വത്തില്‍ പ്രത്യേക സമിതിയായാണ് തൂഫാന്‍ തദ്ദേശം പ്രവര്‍ത്തിക്കുക. പോലീസിന്റെ ഇടപെടലിനു മുമ്പ് തന്നെ സമൂഹത്തില്‍ അപകടസാധ്യത തിരിച്ചറിയാന്‍ കഴിയുന്ന 'ഏര്‍ലി ഇന്റര്‍വെന്‍ഷന്‍' സംവിധാനം ജനകീയമായി ആരംഭിക്കുകയാണ് ഇവിടെ ലക്ഷ്യം.

സെപ്റ്റംബര്‍ 28-ന് എല്ലാ തദ്ദേശ സ്വയംഭരണ സ്ഥാപനങ്ങളിലും തൂഫാന്‍ പതാകകള്‍ ഉയര്‍ത്തും. കൗണ്‍സിലിംഗിന് കൂടുതല്‍ ശക്തമായ റീഹാബിലിറ്റേഷന്‍ ഇന്റര്‍വെന്‍ഷനിലേക്കും തൂഫാന്‍ കടക്കുകയാണ്.ലഹരിയില്‍ നിന്ന് പുറത്തുവരാന്‍ ആഗ്രഹിക്കുന്നവരെ ചികിത്സയിലേക്കും പുനരധിവാസത്തിലേക്കും എത്തിക്കാന്‍ കൂട്ടായ ഇടപെടല്‍ ആവശ്യമാണ്. തൂഫാന്‍ തദ്ദേശം റീഹാബിലിറ്റേഷനും ഊന്നല്‍ നല്‍കും.

Aim is a people-based early intervention system to identify risks before police intervention. Toofan flags will be hoisted on Sept 28, focus on rehabilitation, counselling, and an app-based responsive mechanism for confidential information sharing.
